Advice needed about threatening letter from EMPIRA

I would appreciate some advice re the following. Last Nov, I was driving my partner’s car and parked in my work’s car park, but not in a marked-out place. I parked with 2 wheels on the pavement but was not causing an obstruction. A ticket was placed on the windscreen which I ignored. My partner then received a letter from Open Parking asking them to confirm they were the driver. They did not respond to that. Then we started to get letters from Gladstone solicitors threatening they would take my partner to the small claims court. They sent a letter before claim, but we never received any more letters. Now, after a few months, EMPIRA has sent a threatening letter saying that if we don’t pay £130 in the next 14 days further action will result. They do not specify what further action. The letter just says "failure to make payment, or an arrangement to pay the amount outstanding, within 14 days of this letter will result in further action. We trust you understand the seriousness of this matter".
Any advice on what to do?

    Any advice on what to do?
    Empira being involved suggests a CCJ, but the sum of just £130 doesn't. Sounds like Empira are acting just as debt crawlers.
