National Grid share dilution

I did receive the letter regarding the rights issue, it states that your shares will stay at the same value after purchasing the allotted rights, and if you decline to buy your shares will be diluted,
My question is, this seems to be an anomaly, raising money for investment with the share holders be.aring the cost
