Electrician poor job

My Mum booked an electrician having used him before, unfortunately she didn't get a quote. Someone from the company  came and took forever to do a simple hob extractor fan installation. We had to get him, back because he damaged part of the extractor tube. The fan which we bought doesn't appear to work properly either. They charged £230. The place I bought the fan from would have charged £100 .

What can we do presumably they can't just charged whatever they like ?

Do we have any rights?

I've since read a review which says they are particularly unpleasant to deal with.

Reviews in Google seem good but only three from years ago.

You could start by questioning the cost and saying you find this excessive.

If they refuse to lower the price then I'd put it down to experience and leave a poor but factual review.

No, I am not perfect, but yes I do judge people on their use of basic English language. If you didn't know the above, then learn it! (If English is your second language, then you are forgiven!)

Yes, you have a right to a professional, working installation.  Ignore the hindsight reviews about character, it might simply be a difficult customer ranting.  As advised above, politely question the cost and advise him of what needs correcting.  See what his response is and come back for advice.
