If Windows update says you are up to date then updates are on and your screenshot shows nothing indicating they are off . The prompt screen the OP is referring to is trying to get them to login with a Microsoft account rather than a local account. Skip for 3 days does get you past this until next time

Try stopping Office from saving all your stuff to Onedrive. Including your Outlook emails.If you're computer savy you can divert the stuff onto your own computer,
