Air conditioner unit and airspace

Hi

I am thinking of installing an air conditioner unit at the side of my house highlighted in blue but at the minute, access is unavailable due to an erect fence put up by the housing development and at the side of my house is the boundary line which is own I assume by a garden maintenance company as they look after the trees in their boundary area highlighted in red (see picture). 

I asked the garden maintenance company to see if I have permission to install an air conditioner and they replied with this: 

“We are happy to grant permissions for the air conditioning unit to be installed,  only if the air conditioning unit is located within the air space on the side of your property, at a minimum height of 8ft up from ground level and does not extend further than 1m from the side of the property.”

Can anyone breakdown the technical language they are using in simple terms? 

Are they saying I can place the air con unit on the ground but it should not be higher than 8ft?

would they have an issue if I install it onto the ground but close to the side of the house but that means having the ground cemented.

They are saying the air-con unit needs to be installed at least 8 feet up, and can not project more than 1m from the wall. I suspect you are going to need to file a planning application as this is unlikely to fall within permitted development.
