Don't think many will be sat around in the early hours on the off chance someone needs a cab, given most will have pre booked.
Also if anything like airport near us one private hire company has a monopoly & gets to pick up & drop off for free. Still subject to 15 min max time though. So it would be a call & hope there is a driver free, which was part of the issue OP faced.

Many years ago my husband phoned me at 9 pm to ask me to pick him up at Edinburgh airport as none on the taxis would take a fare to Fife. 

Similarly, at Heathrow when he could not get a taxi prepared to take him to Near High Wycombe.

It's a bit better nowadays, perhaps because there are now so many more flights to EDI.

The 747 bus runs from the airport to Halbeath about every half hour 24/7.
