Probate- Divorce papers req... help

Following my father's death we have applied for probate. No will was made.
We have been asked to supply Divorce papers for my parents from 1977. Sn application was made (by my brother) months ago. They have still not even taken the fee. How long should these things take? He says has been chasing and making a complaint.
Is is possible we will have to resubmit probate documents if this goes on for too long?
My mother remarried & divorced and has since also passed away. 
Any help would be very welcomed.

    To whom did your brother apply? Which court would have been responsible?

    The more info you can send the better, dates places etc. we had it back in just a few days.
