ID proofs for provisional licence required before or after payment has been taken?
I'm currently helping my son to apply for his 1st provisonal licence and have come across a problem which I'm hoping I can get advice for.
He doesn't have a passport so he has to go to the old application website and realises that he needs to provide further id proofs such as photos, birth certificates, N.I. number letter etc.
During the process he has got to the payment section but has not come across any details on how to send or upload the requested documents. In my experience whenever I've had to apply for anything which needs further documentaion you are given a way to upload it or details about where to post it BEFORE payment. Seeing as how I applied for my provisonal in 1987, I'm not sure what happens these days when it comes to providing proofs. Does anyone here know if the application process continues to allow you to send documents after payment has been taken?
We don't want to pay only to find out that something has gone wrong and we are unable to send the proofs.

So without a passport you can only get a provisional via post? I wonder when we would have been told that because he managed to get all the way to paying without any details about how photos were to be sent to them. They should have added this detail to the documents required help section. There must be thousands of people applying for provisionals who don't have a passport.
