    The lapsed rights were sold for 835p after their costs, minus the 645p, meaning 190p was distributed to the holders.

    So if there wasn't a minimum amount for your 1.5% fees, you did better by selling at 205p ( minus 1.5% would be about 202p).

    My elderly parents received a letter they didn’t understand. They did nothing. I assume they still have the shares they owned previously, they just don’t have any extras at the reduced rate. I that assumption right?

    Yes. They should receive some money in return for the rights they gave up and going forward they should expect smaller dividend payments.
