Seems I would have been better off doing nothing rather than selling the rights, I got 205p per right if I remember correctly and 1.5%fees.

So if there wasn't a minimum amount for your 1.5% fees, you did better by selling at 205p ( minus 1.5% would be about 202p).1 -

My elderly parents received a letter they didn’t understand. They did nothing. I assume they still have the shares they owned previously, they just don’t have any extras at the reduced rate. I that assumption right?0

Yes.
