I would suggest that it’s more likely that the local authority commission the service, but it’s contracted out to an agency rather than the local authority employing staff directly.All shall be well, and all shall be well, and all manner of things shall be well.

With my mother we were offered 4 carer visits a day, but that is not enough for some one who is confined to bed. What if they need toilet etc outside the visits?

£50 compensation will not make a scrap of difference to the person who suffered this predicament, neither sadly would £50000 so the important thing is to make sure measures are taken to prevent it happening again to others.2
