account had been closed and the few quid in it has been sent to a residual account.

    A residual account with NS&I?

Have you tried going to the login page and selecting forgotten NS&I number and forgotten password to see what that offers you?

Yes a residual account with NS&I.

    This all seems very confused.

You started by saying that you were trying to help your parents open an NS&I account  and were puzzled to be told that your father was already registered because he didn't have an account.

You (he?) then found an old PO passbook in his name and he (you?) completed a trace request.

This was actioned by NS&I, the account found and closed after the balance was transferred to a "residual account" with NS&I so it seems that he had at least two accounts with NS&I and now has at least one.

You seem to have been trying to input an invalid password but where did you get the password?

Your mother says that she has no NS&I  accounts.

Have you (she) tried to open an account in her sole name?

Or are you saying that this has been tried and she too has been advised that there are existing accounts in her name?
