Newham PCN 51J No Entry Restriction - Road Closed By Police

Hi,

Hoping you guys can help.

My father received the below PCN from Newham council for a contravention of 51j - failing to comply with a no entry restriction (camera enforcement).

Even though he did go through the no entry sign and the opposite side of the way street however the reason was because the police had cordon taped of Rixsen Road (Just before the Berkeley Road junction) due to a police incident where someone was apparently trying to commit suicide by jumping of a building, hence there was absolutely no other way out and the Police advised him that he had to go back out of the way he came from Stanley Road. (He was not the only one and several other vehicles also had to do the same).

Please see below PCN received:

Please see screenshot below from google maps which shows there is absolutely no other way out. I have labelled where the police had cordon taped the road.

I would be grateful if you can please advise how to proceed with this one?

Thanks

As we major on private parking tickets here, Free Traffic Legal Advice (FTLA) forum will be your best bet for council penalty charges. Register there but please note that a Hotmail address may not work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:

Read the sticky 'Read this first before posting your case' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
