Is planning permission rerquired, change flat roof to sloped

I currenly have a porch on my house with a flat roof,  The roof is on its last legs and I was looking into converting it to a tiled shed room style (Sloping) roof. I checked with the local council if I need planning permission to do this but they just referred me to https://www.planningportal.co.uk/ which to be honest I cannot work out if I can do the change under permitted development or if I need planning permission? 

Has anyone done this who can advise?

    You can add a brand new porch to a door of your house under permitted development (depending on size and some other limits), so can't see why you would need PP to replace an existing flat roof. Best bet might be to ask a local roofer.

    Firstly (not usually a planning issue) are there any covenants restricting changes to the building?

    Second, is the porch at the front of the house?

    Third, does the property have full permitted development rights, or have they been restricted?

    Fourth, was the existing porch a ) built as part of the main property, or b ) built with specific planning consent, or c ) built as permitted development.

    Answers to the above will help work out whether you can make alterations to the existing porch to increase the size (i.e. raise the roof level) within the parameters of PD.

    Roofers (like builders) are unlikely to know all the rules, but may just say 'yes' to get the job.
