Gatwick Drop-Off PCN

Hello,
On April 13th I dropped my partner off at the Gatwick drop-off, I then proceeded to check the website that week to pay the £5 charge and there was no record of my reg in the system so I thought the camera's must've missed the car, something has happened to me in the past.
Fast forward to this week, I received a letter issued on May 15th - 33 days after the incident - saying that my car had been caught in the drop off for 7 mins and 1 second and since I didn't pay the charge I now have to pay a £100 fine.
Is there anything I can do to avoid having to pay as I did check and there was nothing recorded against my vehicle? I think the whole system is a joke and overly confusing to try and get people to pay as much money as possible. Any help is greatly appreciated, many thanks

Read all the other Gatwick PCN drop-off threads here within the last year and use the same template you find in them that others before you have used, appealing as keeper
No blabbing about who was driving or about the incident
Ps , it won't mention the legal word fine, its either a parking charge notice, or a penalty notice, its not a fine1 -
You'll pay nothing. Really easy to appeal & win using the wording found on the Gatwick Drop Off group thread, as long as you DO NOT say who was driving.ayjayes said:Hello,

Just appeal as the keeper with the following (verbatim):Dear NCP,
I am the registered keeper. NCP cannot hold a registered keeper liable for any alleged contravention on land that is under statutory control. As a matter of fact and law, NCP will be well aware that they cannot use the PoFA provisions because Gatwick Airport is not 'relevant land'.
If Gatwick Airport wanted to hold owners or keepers liable under Airport Byelaws, that would be within the landowner's gift and another matter entirely. However, not only is that not pleaded, it is also not legally possible because NCP is not the Airport owner and your 'parking charge' is not and never attempts to be a penalty. It is created for NCP's own profit (as opposed to a byelaws penalty that goes to the public purse) and NCP has relied on contract law allegations of breach against the driver only.
The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NTK can only hold the driver liable. NCP have no hope at POPLA, so you are urged to save us both a complete waste of time and cancel the PCN.

Hi there, just wondering if the above advice is still valid. I ented the drop-off zone for 7mins before realising I was in the wrong place and drove into the short stay car park. I then paid for my time in the car park but did not pay the drop-off. Can I still use the above template?
I note that my letter from NCP states: "If you were not the driver of the vehicle, notify us (in writing using the Driver Identification Form, further details on the reverse) of the name of the driver and a current address for service for the driver AND pass this charge onto the driver."

No, naming the driver wrecks the entire premise that they cannot hold the keeper liable as it is not "relevant land" in the legislation.
Whatever the ticket is for is irrelevant. You're using the template to stick out your tongue and go "Nah nah! You can't get me!"
