The vehicle was sold 5 days before the offence. We dont have the DVLA receipt anymore but if they wanted to pursue the matter then im sure the DVLA would provide the proof. I dont feel I should (maybe wrong here?) be the one to write to DVLA etc for this incompetence on their part.
Change offence to incident?
The double numbered 3 will be fixed.

I would use the word contravention, so it says alleged contravention ( its definitely not an offence, no criminal laws or traffic laws were broken )
Anyone can obtain Access details from the DVLA, you email the request and they reply by Royal mail
If you were neither keeper nor driver, then I am sure that you can ask the DVLA to confirm it in writing
