iTunes won't accept my ID or username

I have a laptop running Windows 10 and use iTunes. I have been unable to log into iTunes because Apple says either my ID or username is incorrect. Neither is incorrect. If I want to set up a new ID and username it says it's unable to do that at this time. If I want to get help from the forum I need to sign in but it tells me my ID or username is incorrect. What can I do?
