    Apologies from bringing this thread back to life after a year. I've also just received a PCN from Italy for being 7km/h over the speed limit on a motorway in a rental car. They sent it by recorded mail so I had to sign for the letter. As per the OP, it arrived almost 2 weeks after the date on letter meaning it is already past the 5 day period for a reduced fine. 

    I'm not disputing the fact that I was speeding and happy to pay it but think it's unfair that I have to pay double. Just wondering if the OP or anyone else has had a similar experience and been able to pay the lower amount ... especially as there is proof of when I received the PCN,

    The speeding fine i received from Italy stated "The date of notification is the date the penalty charge was delivered to the addressee" 
    So the 5 day period starts from when you signed for the letter, i assume this is why the send it signed for.

    I had a speeding fine of €545 in 2019, ignored it, went to €1200. Had a reminder letter from their police a year later. Ignored that too. 

    Then an italian lawyer wrote me with threats. Ignored that too.

    Then a UK debt collection company called Credit Limits International wrote me numerous times, threatening legal action and a doorstep visit. Ignored all that too. They have ZERO power. Haven’t heard anything since August 2024 now.

    my advice is to IGNORE and ride the storm, it is stressful and I can see why people would give into it.
