Problems with Natwest credit card

I applied for a Natwest credit card with 0% for 13 months on balance transfers. I received the card in June but it said that during the first 3 months there was a balance transfer fee of 2.5% or 3% fee (can't remember which percentage it is) so I decided to wait until after 3 months before doing a balance transfer.
I phoned today to transfer a balance and they have said that I have 7 months left on my 0% balance transfer rate but that there is still a 2.5% or 3% fee payable even though it says this is only payable during the first 3 months.
Anyone else had this trouble?
Thanks.

Thanks for the reply. It was only a temporary measure to transfer a balance for a couple of months so I ended up using my MBNA which doesn't have a fee but that only has 0% until April.0
