    Get a quote to get the asbestos removed and replaced with a wooden structure first. It's a big building so that'll be pretty steep.

    But realistically if you don't do anything to the structure it'll be safe enough up until it falls apart.

    It sounds to me like your neighbours are trying to pull a fast one here. There will be an incredible expense in getting rid of the asbestos and they've likely realised that. In doing so they've decided the easiest solution would be to try and get you to buy the land from them making it look as if you're getting a good opportunity to extend your garden and make money off you in the process. The fact that they want you to pay for it is laughable. 

    If they are genuinely wanting to sell it to you so you can extend your garden, offer the value of the land and state that removing the asbestos is a condition of sale and you won't buy it without them removing the asbestos first. I think you may find they suddenly don't want to sell you the land.

    Check how much the removal would be and then see whether the land is worth that plus the asking price to you.

    Do you really need 80 sq metres of storage??

    If it is a WW2 building it is about 80 years old and the asbestos cement sheets may well be deteriorating and it is when they crack is when you get the problems.
