The ‘best buys’ list is helpful, but it doesn’t really equate to the real world.
Currently there are two best buys that most users are choosing.
1 intelligent Octopus
If you are eligible for it (specific car or charger) then it’s an excellent tariff and very good for those who also have batteries and solar.

Linked to that is their export tariff where solar users can sell back to the grip at 15p per KWh.
2 The new kid on the block and a major disrupter is EOn Next Drive v3
For this tariff you don’t even need an EV. Battery and solar storage system is also eligible (although some of their front line staff don’t know this)
so it’s available for any EV, any charger, or any solar storage system making it a much simpler option than Intelligent Octopus.

6.9p midnight till 7am to charge the car and fill the batteries.
Then an ability to export at 16.5p kWh any surplus electricity.
Money Saving Expert really needs to get their head around the more complex use of liad shifting and solar/battery storage users.
There are two Facebook groups octopus go and Eon next drive which cover the pros and cons very well. Including the service levels of the two providers.

The MSE general site needs to account for the majority of people.
Most do not have the right specific car/charger combination for Intelligent Octopus, or have EV/Battery systems for E.ON Next Drive.
If you have these technologies, you are probably capable of understanding that niche tariffs exist and can find them on your own.
"Most users" are certainly not choosing the tariffs that you list.10
