Travel insurance covering UK part of journey

I live in the north of Scotland, and frequently visit friends in northern France and the Netherlands. For various reasons I try to do this without flying when I can, meaning that most of my journey is within the UK.
On one such return trip I arrived back in the UK without trouble, but then weather-related delays within Scotland cost me a day and a few hundred pounds for last-minute accommodation and rebooking of travel.
My travel insurer at the time refused to pay out on the basis that I was only covered from leaving the UK to arriving back in the UK. Which in my case is a small part of the journey, and usually the least expensive part as well.
Looking at a few policies now, most insurers won't cover anything within the UK unless you have two consecutive nights booked in commercial accommodation in the same place within the UK - i.e. if you're passing through the UK, even over multiple days, you're out of luck.
Is there anybody who does provide useful cover in a case like mine?

Probably cheaper to pay for cancellable accommodation.
Mine is similar in that it covers 2 nights pre-booked as the minimum oin the UK.0 -
