Neighbour's skip loaded for 4 months now

Hi,
One of my neighbours put a skip at the back of his house for 4 months now
Since he lives in the house at the cross, his rear happens to be the front of my house, even though I'm a few numbers away.
This skip has been loaded with general rubbish all along.
Is it legal? Frankly it looks like a landfill
Is there a way to report it to the council anonymously?

ThanksIf the skip is being used for household waste, or building waste from work carried out at the property, then it is legal. The council would only take action if it was household waste (e.g. food, soiled nappies etc) which was attracting vermin, or smells to the point of being unacceptable.If the waste is being transported from elsewhere and then dumped in the skip then one or more envirocrime offences may be taking place.0 -
There's household waste.
As far as I can tell there's been no renovation work whatsoever in all this time.

I would take that as a good sign, if there was food waste they would most likely be attracted.0

The people 2 doors down from us are doing their house up slowly, and there is nothing added to their skip for several weeks at a time. The skip sits quietly in their garden not really doing anybody any harm. It won't be removed until and unless they call the skip hire company. If there's a name on the skip you could try pretending to be householder.

There are no bins here.
My impression is that the same rubbish has been in this bin for several weeks, without replacement.0 -
The problem is that they have the skip at the back of the property (if they are the people that i think, with a tiny garage right there), so they may not be bothered at all by the presence of the skip. They don't even see it because it's beyond their garden.
For me it's the exact opposite: it's 15m away from the front if my house.
I haven't talked to the neighbours yet.

Do you have a dog? Take the dog for a walk when they are out and about in their garden, strike up a conversation about fixing the house up , work the conversation around to the skip, and hopefully they'll tell you what's going on.0
