Had unsolicited letter regarding some land I own

    I am confused by your wording. Are the surveyors approaching you on behalf of the people next door? Or they want to make a joint application? 
    No reliance should be placed on the above! Absolutely none, do you hear?

    GDB2222 I assume they want us to make a joint application as tying up the various smaller plots of land make a viable building plot...but to be honest I don't actually know

    I suggest Googling "Gladmans". They are a company that works with landowners to sort planning for housing development. I'm not recommending this firm or any other but the whole process is pretty controversial and the search may give you some useful background.

    If so, I note that they don't charge up-front fees, but will be looking for a 20-25% cut of the profits if planning permission is obtained.
