Insurance for an adult carer with her elderly mother.

I'm new to this, so please bear with me.
I'm looking for holiday insurance for my sister and mum. I have scoured the internet, but I'm struggling. We need two separate insurances. My Mum's is relatively easy, but my sister's is proving difficult. She will travel with my mum as her carer. Ideally we need insurance that will cover cancellation, should my Mum not be able to travel. Does anyone know of insurance companies that would cover my sister to cancel, if my Mum cannot travel?
If I have come to the wrong place, please accept my apologies! x

Why do you need separate policies?
You ideally want a single policy which will mean that your sister is covered for your mother's pre-existing conditions (assuming the insurer accepts them). If you get separate policies your sister would be covered if your mother fell down the stairs, for example, but wouldn't be covered if her existing conditions detioriated0 -
There are a number of insurance companies geared to the "elderly" who generally have more medical issues and therefore have more reasons to cancel or call upon the insurance company for help. If you google "travel insurance for older people" you'll get all kinds of options including confused.com.
For what it's worth we have an annual policy with Staysure. Nice enough sorting things when we were buying the policy and have never had to claim on it so that's fine. Thing to note though is I initially got it for my OH (serious health issues) and me (slightly older but healthier) and it was for a specific trip. Checked the price and then checked how much for an annual policy and that was just slightly more so that's what I went for. Renewed for a second year and just a small increase.
I would think that whatever policy your sister has there will be something in the T&Cs about cancelling because of a travelling companion or close family member becoming ill. But you might want to see if there's a policy that would cover them both.I’m a Forum Ambassador and I support the Forum Team on Debt Free Wannabe and Old Style Money Saving boards. It would also depend on the cancellation reason, regardless of which insurer you use.
So as always, genuinely unable to travel with pre-existing health conditions declared versus change of mind because she could go but doesn’t really feel up to it. For example.
All shall be well, and all shall be well, and all manner of things shall be well.

Definitely want them both on the same policy, it would make things a lot easier if you needed to claim.
That said, a lot of insurers will include cover for travelling companions not being able to travel. Though it is twice the hassle if you need to each make a claim on your own policy, so far easier to insure together on one policy.I'm a Forum Ambassador on the housing, mortgages & student money saving boards.
