Any news on Keeper Liability enforcement in Scotland

Hi,
Have read the newbies thread in relation to a PCN dated March 24. Debt collector letter received (addressed to former address) but no earlier correspondence, so not sure on the details of the 'invoice'. Am trying to reach landowner, if i can find out who owns the retail park, and will send the template letter to UKPA, but just wanted to check that part 8 hadnt come into force yet as cant find any recent threads on this. In regards to the template letter, i assume the evidence to attach should be any photos or evidence that the keeper was not driving and was elsewhere?
Annoyingly I paid for parking but looks like I used the wrong parking app (and the VRN for our other car - clearly was having a bad day!), but regardless from what i have read on your useful forum, trying to mitigate it wont help and will end up in us just handing them info they can use.
The driver wasnt the keeper so hoping that part 8 hasnt come into force yet!

No changes yet, not until the new DLUHC CoP arrives later this year, then after it is implemented it would depend on what your government does with that clause in the Transport act back in 2018
I suppose we can assume that they will adopt the terms and conditions of the Private Parking Act of 2019 and so join the DLUHC CoP , but its only assumptions at present. I don't see how it would affect historical cases, only new ones issued after the new implementation date for all 3 nations2 -

Indeed. Not in law yet.
Been discussed loads of times. It'll come in with the new Code of Practice which has also been discussed to death and work continues this year.
