    At any point up to today, has it been mentioned in this thread that you are in Scotland? You now need to go back and re-read the Newbies/FAQ thread and look for references to Scotland and how to deal or not deal with PCNs issued or contested there.

    This has wasted time. Ignore everything from now on. There simply is no keeper liability in Scotland. Unknown driver (to the PPC), end of.

    As above, you should have mentioned that you are in Scotland, no keeper liability in Scotland, but Popla wont accept keeper appeals for Scotland, so they are correct, read the BPA CoP, Scotland section 

    As a devolved nation, different law's and rules apply with some topics, its why you have Holyrood etc, things may change in Scotland next year, but it doesn't affect this case 

    Nothing else can be done unless the appeal was made to Popla by the driver, with the ramifications caused through admittance 

    Location was discussed months ago back on page one, you didn't specify where that was

    If you'd told us you were in Scotland we'd have told you to ignore the PCN earlier and not to even try POPLA.
