None means and means tested benefits

Hi, Regarding my benefits I am currently entitled to - PIP enhanced rate, Mobility enhanced rate ESA ( SUPPORT GROUP) Industrial injuries @ 40%. I live in sheltered accommodation yet I pay full rent and full council tax (25%) single rebate. My rent is £580 p/m Council tax is £83 p/m. I have no savings, do not own property etc. My question is, if PIP and Mobility allowance are not means tested, then why cant I claim a Rent Rebate or further Council Tax reductions, kind regards Malcolm.

Is your ESA 'New Style' - or 'Old Style' but only Contributions Based?
If you are not sure then we can tell if you say how much ESA you get paid, and when you started getting ESA.
I assume that you are single as you don't mention a partner?You also don't mention Housing Benefit* or UC there, those are the main Income Related (means tested) benefits that you may be entitled to.
Have you never claimed either of those? If not then is there a reason why not?
If you have tried to claim one of them in the past then why was it refused?The big question here has to be why you are not already claiming UC?*Note that if you are not yet State Pension Age then you can only claim Housing Benefit if your accommodation is 'Specified', not all sheltered accomodation counts as 'Specified'. (It's a bit complicated but basically depends if medical care is included in the rent or not)
If it is 'Specified' then you claim HB for help towards the rent.
If it isn't 'Specified' then you claim UC for the Housing Element for help towards the rent.

If you claim UC then your IIDB will be deducted in full. Same applies to your ESA if it's either New style or the old contributions based and it will be deducted in full.0

As above, have you tried claiming any help for rent or council tax?1
