I have read that if you currently claim PIP and are getting disabled element of Working tax credit or if your child has turned 16 then you can request to have the Notice cancelled or deferred.
is this correct?

I dont believe so no.
Pip certainly wont.
Disabled element of working tax - you will get a WCA assessment for UC, if your claiming ESA (I believe you may be delayed in transferring)
Child turning 16 - wont only if child is 19 and in full time education,
However Im happy to be corrected on any of the above.

The only Tax Credit Suppliement I am aware of deals with Cross Boarder cases and they are quite rare. Are there any others does anyone know?

I can't see that claiming the disability element of WTC would be a good enough reason for delaying your migration.,0 -
