HELP WITH PCM

Hi, could someone please help me clarify why I have been paying to both Hackney council and PCM for resident on the street parking for the past 5 years, for the same car?
I yearly receive notification to pay for the resident street parking from both of which I pay promptly, however, it just dawned on me that this is not how it should be and I called Hackney council who claimed that they have nothing to do with PCM. How do I logged complain and make them to refund my money? This is total rip off and I would to have my money refunded.

    No idea why you have been paying them!
    What prompted you to apparently pay an authority and a private parking company for  the same thing?
    Where is this exactly?
    What signage is there?

    Sounds like you are paying ex-Clampers PCM for nothing?  Unless you live in an estate with parking and it's for that private land permit.

    NOT the Council's fault.

    These are permits for different land.

    PCM don't work for councils. They work for residential managing agents of blocks of flats (private car parks).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
