It varies massively by country, eg France and Italy I've never had an ATM try to charge me, in Portugal used Multibanco ATMs and they didn't charge, in Spain it can be quite hard to find fee free ATMs, in Eastern Europe it's quite variable even within the same country. But even charging ATMs are likely to be better value than changing cash in the UK.

According to recent report on Tripadvisor - a couple of different punters went to the Deutsche Bank ATM in Nerja, Costa del Sol and it wanted to take 4 Euro to withdraw cash.
As said - a Santander UK debit card is fee free if used at branch located ATMs of Banco Santander.

Please don't go anywhere near Revolut. They are not a bank, continuously get refused a license for many good reasons.

You risk loading your money into an account which has a much higher risk of being locked than a traditional bank account.
