    By bizarre coincidence, their NHS trust has also recently been subject to a data hack!

    It's just circumstantial, but the letter should have arrived on the same day that a parcel was delivered to the same box by a courier.  There haven't been any other issues with post going missing, so it seemed a bit of a coincidence.  They are online for bills and banking, etc.
    I don't think you should contact ActionFruad on your speculation and not a confirmed case of fraud. 

    I've had cause to contact them with some certain fraud and other than acknowledging receipt nothing else was ever forthcoming. I expect they're busy enough without your guess that something has happened.
