Tax Credits have always been an Income Related benefit (whether people saw/regarded them as one or not) - just an IR benefit that was paid by HMRC rather than by the DWP.It also had slightly different rules, most IR benefits have/had slightly different rules, Housing Benefit for instance has different rules about savings/capital than other IR benefits, just as TCs does.One of the things that the Migration to UC is doing is bringing all 'working age' IR benefits together at the DWP, and all under the same rules.
And yes, that will mean that some who got one or more of the older benefits will find that they now get less money or more money under UC rules, and some will find that don't qualify for IR benefit at all under the UC rules.3 -
Yes, I've seen plenty of people who claim tax credits not count them as benefits and so they tell themselves 'I'm not one of those benefits scroungers' even had a few people say it.
Personally my sympathy was always with those who have nothing and desperately needed help than those who had many thousands in savings claiming tax credits while looking at the people they called benefits claimants as scroungers.
I never had a problem with anyone claiming tax credits regardless of savings/capital I claimed tax credits myself when on a low income. It was the attitude of superiority some tax credits claimants felt over other types of claimants that irritated me.5 -
I used to claim Child Tax Credits, it was also paid by HMRC, it was still a "welfare benefit" just like WTC. Makes me laugh when people claim Tax Credits aren't benefits, they are.
I suspect the reason so many people are not migrating to UC from TC is because they don't have the "Tax credits aren't benefits" excuse anymore.2
