Holiday home to permanent residence

I’ve used googled and really am coming to a loose end… 
I know the CORRECT answer but I’m looking for the BEST answer. 

My mums partner needs to get out of the house as she has passed away and we (the children) want to sell. He doesn’t have a lot of funds to buy a house. He doesn’t want to rent as it’s a waste of money. 
We have looked at a holiday home, this is for 11.5mths of the year. But legally he still needs a permanent residence. Can I register him at my address? Or is there any clause that I don’t know about. If he can’t get the holiday home I’m not sure what he can/will do. He’s not suitable for council as he has some funds just not alot. I do not want to fight him but I’m feeling very trapped that I’m not going to be able to do the right thing or what makes me feel less guilty. I know he’s grieving but this is very much one way, as her children we are grieving too but need to sell the house for funds. I don’t want to make him homeless.

    Are you sure? He just needs to not live at the holiday home for 0.5 months.

    If the licence for the premises is for a 'holiday' home rather than a 'park' home ,then I believe that legally the home owner has to to have another permanent residential address, and the park owners and local council will want to see evidence of this.

    Did your mother's will not make any provision for her partner?

    You say you "need" to sell the house for funds....but how badly do you "need" this money...how would you have managed if your mum was still alive ?  Could he rent the house from you..this would give you a regular supply of funds.?

    You cant provide a fake address for him, he cant live in a holiday home full stop. He will have no security at all and could very easily end up homeless after spending money buying a holiday home. There is a group called the Holiday Park Action Group on Facebook. Have a read at the horror stories on there before thinking of him going in a holiday home.
    Would your mum have wanted him to need to move out?

    Legally in order to own a holiday home, you must own a "Primary Residence elsewhere on which you pay Council Tax". 

    There are also other complications which are created by holiday home licences, such as the fact you cannot receive post at a holiday home, cannot register for a GP or Dentist in the area of the holiday home etc, so your idea would cause major problems for this gentleman, and fraudulently listing your home as his address doesn't solve the problem at all. 

    We own a holiday home and are asked 3 times a year for evidence that we are paying council tax on our home, along with copies less than 3 months old of our utility bills for our primary residence.

    There are parks that are residential. as opposed to holiday, where you can live all year round.

    Bare in mind these homes usually lose money over the years so may be considered a waste of money.

    Indeed. Usually you can only keep your home on the park for X years (normally 15 or 20, sometimes 25).
    And there's an annual rent which can be expensive and the utilities aren't at the cheap rates you get domestically.
