Fly Parking at my Flats

Hi All,
A bit of advice please. At my block of 20 flats, we have underground parking with a fob/roller door, and three visitor spaces above ground. Each resident gets a scratch off card to use visitor bays.
We have a PPC, sadly, but they are fairly benign, as it is a small site there is little for them to do.
The problem is we now have a fly parker, in a swiss registered car who parks on the down slope to the underground parking, not in a marked space. The PPC put a ticket on the car, but have now said they can't do anything as the car is on foreign plates. The car is in the way, and is trespassing.
How can we legally get the car removed? We have asked all residents, and it is not any of them, we have put "polite" notices on the car, to no avail. Local council and police say it is not a matter for them, as it is on private land.

The local council should be taking responsibility to remove it.

TIAPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I believe it is legal in certain circumstances to move a vehicle on private and on public roads if it is in the way, even to the point of causing (minor and minimal) damage such as breaking a window to release the handbrake if it is blocking your vehicle in preventing you from leaving.
Other options are a trolley jack or car-casters or pallet trucks and some muscle, or dragging it with another vehicle by a tow rope, or as already mentioned, reporting it as an abandoned vehicle.

How long has this vehicle been in n the uk?
after a certain amount of time it should be re registered
can you provide any pictures of where it is located?
while it's unlawful to impound a vehicle, if it is entering a gated area, and the gates are closed between 8pm to 8am , and this is made clear , and there's no cost to open the gates at 8 am then that could be a solution for a wider area.
otherwise physical gates blocking the entrance, with a combination padlock, guarded by cctv .
you could also go with the fake clamping signs approach, clamping is illegal, but not everyone knows that, signs may be enough to call their bluff.
