BBC 2 WhatsApp free number - doesn't work on my mobile phone

My android phone won't allow me to send WhatsApp messages to 08000 288291, which is BBC 2 free WhatsApp messages service. I am with Lebara mobile. Any ideas why?

    I am also with Lebara and have just tested it.  Messages send to that number okay for me.
