CEL Appeal

Hi All

I've just submitted an appeal to Civil Enforcement. I expected it to give me the opportunity to detail my appeal. Instead its given me an automatic acknowledgement of my submission with no opportunity to add anything, and an an expected 14 days to allow it to be processed. Even more strangely, it shows the date of the submission as 30/04/24???

Anyone have any experience of this?

    What did you put in the appeal? You can't add anything later. Did you reveal the driver's identity? 

    Plan A is always a complaint to the landowner and your MP, from the keeper. 

    Where did the alleged event occur? It may have cropped up here before.

    That's the problem, I didn't get the opportunity to add anything. I entered the PCN number, REG and postcode to get started and It just immediately brought me to a page acknowledging my appeal. It also logged the appeal date as the 30th of last month!

    The "incident" occurred at Leen Gate just outside the Queens Medical Centre in Nottingham.

    Complain to CEL and then the BPA that there is a fault with CEL's online appeal system, and explain what happened. Back it up with an appeal to CEL by email.

    This does not affect Plan A, a complaint from the keeper to the landowner and the keeper's MP without identifying the driver. 
    Do not identify the driver in your appeal either.

    Check to see if the NTK is or is not PoFA compliant. Post both sides here if you are unsure. Redact all personal information, but leave all dates showing.

    Hi All

    This has moved on sligtly and today is the final day before CEL pass on the charge to a debt recovery agent apparently.

    As above, CEL have not given me a legitimate opportunity to appeal properly. On entering my details on their site, it took me to a confirmation page saying my appeal would be processed in 14 days. I wasn't able to add any evidence or state a case of any kind. The BPA tell me that being able to log an appeal is a requirement for their members. Since then:

    CEL have not responded to the appeal (such as it was) at all.
    I have emailed CEL to raise a complaint and have received no response.
    I have contacted the BPA who have created a case with CEL based on the above.
    I have received a further letter from CEL stating the charge was now £100 (doesn't mention the appeal at all)
    I have chased the BPA who tell me that they too are being ignored by CEL and will escalate.
    I Have received a letter telling me it's now £140 and will be £170 if I don't pay within 14 days (last day today) and will be moved to debt collectors after that. 

    No documentation has mentioned POFA and no admission as to who the driver was has been made to anyone. I appreciate the MP advice above but feel this won't get much attention at this moment in time, I also have emails letters and screen shots to back all of this up. The only thing I don't have is the ticket that was bought in the carpark from there machine that wasn't accepting card payments.

     Any thoughts on what to do here?

    Ignore CEL obviously. You'll have read the 4th post of the NEWBIES thread and know that.

    Just wait for the BPA to revert to you:
