Watermarks on wall

Hi all,

Can I ask for peoples thoughts?

We are about to move into a new home and I noticed on the inside upper bedroom closest what appears to be water marks? 

It's a terraced house ground floor and upper. Ground floor is where the bathroom is.

All bedrooms upstairs.

There was a painter in at the time and I ask him his thoughts and he said he's not an expert but he said he sees them alot and in his opinion it's a old water patch maybe from a loose tile and water had come in from the inside or from the guttere. He said its not bubbling and is not wet to touch so he thinks it's old and nothing to worry about.

What are others thoughts?

Also if I wanted to get someone to look at it, who would I ask? A plumber etc? Could they tell what it is? Would they have a device to see if theres water etc? 

Heres some photos and the wet patch from the outside is about in the middle of the two top windows. 

I asked the painter and he said it wouldn't be from a pipe as there shouldn't be any pipes there as bathroom is down stairs.
