Disagreement between MSE and CEC over cashback for switching tarriff

The MSE tip email shows cash back availble for switching to EDF Essentials 1 yr may 25 fix, using CEC.  CEC states that EDF will not allow CEC to do the switch.  Which is correct?

    Try via Topcashback/Uswitch, £47.00 ish cashback for dual fuel switch.
