Umbrella company, employment costs and expenses

Help….
i am an agency worker in education. My agency use an umbrella company to do pay roll. The local authority that I am working for as part of my agency placement pay expenses- these include mileage, parking and reimbursements for money I spend on materials such as equipment. The umbrella company charge me quite a lot of fees when they give me my expenses and I always end up paying out over half of my expenses out. Should I be paying employment costs on my expenses when I already pay them on my wage?

My payslip and expenses always get paid separately and on separate payslips but the same day and same time.
Out of £90 of my own money that I spent on students I have only had £45 back due to these costs.
I’m worried I will have to give up my placement as this is not financially viable for me

What employment costs are they charging on the expenses components?
Are they allowable expenses and so exempt from income tax etc?
Did the client reimburse the expenses?0 -
It's possibly worth putting up redacted examples of each payslip, something may leap out at people that way.Signature removed for peace of mind0
