    How did the police act lawfully?
    They didn't know where the issue was, so guessed.
    They also destroyed two doors and presumably damage was caused by the boarding-up company.

    They didn't know where the issue was, so investigated as required to confirm that there was not someone in imminent danger.

    Forcing entry to a property in those circumstances is lawful.

    They have no liability for any damage caused in those circumstances.

    Letter before action to Chief Constable, then if no joy go down the small claims route suing CC.

    No - in the OP it states they called the boarding up service to secure the property - but that's unlikely to provide functioning doors

    Why stop at the Chief Constable?  If you just going to sue irrelevant people for money that you will never win, throw the King and the Prime Minister in their too.
