Hi folks. Need some advice.
So a relative of mine received a conditional offer of a fixed penalty from the wmp central ticket office;
alleged offence - cause vehicle to be left in a dangerous position.
This is a first time offence and she's been sent only two options :- a conditional offer of fixed penalty or a court hearing request. Now the issue is that the driver is a blue badge driver and in this instance she basically couldnt find parking so parked on a bend to check how busy it was inside the bank. A woman came out of the house next to the bank took a photograph and sent it to the ticket office. She's never received a ticket for any offence before in her 30 years of driving, so I was surprised to see there was no option for attending a course given not is there anyway of appealing this. Is there anything else I can do to help her out?

No Idea if this is a private parking company or council, or an authority
No idea which nation its in. ( Different laws may apply. )

As its a police matter, go to the ftla forum and post in their specialist section, after reading what information they require on there , free traffic and legal advice forum1

There is nothing to appeal, as no conviction has yet been made. A court may be sympathetic but there is no certainty of that happening. The fixed penalty would be the easiest option at this point.1

Would a police force really issue something like this based on a photo from the member of the public?

There's a big push in our area (south coast so not WMP) for members of the public to send the police videos or photos of traffic offences, bad parking, cars passing too close to cyclists (videos from cyclist's helmet cams). These result in a NTP = notice to prosecute. Some are so obvious it's seems best to fess up on them others one might want to dispute on the basis of who was driving - so like PCNs there's some that believe if the police don't know who to charge they can't charge anyone but others think that, like with speeding cameras, if the registered keeper of the car doesn't supply details then it's the keeper who gets the fine.la531983 said:Would a police force really issue something like this based on a photo from the member of the public?

A few inaccuracies in that. The police will send a NIP (not a NTP) to the Registered Keeper, which almost certainly will be combined with a section 172 requiring the name of the driver to be disclosed. Failure to name the driver does not cause the Registered Keeper to get the "fine" (for the original offence) but will likely see the RK to be prosecuted for the failing to name offence, which will see 6 points and a large fine to be awarded by the courts. This is often way more serious than the original offence.Brie said:
