PCN challenge under Equality Act 2010

It is my first time to receive PCN and I’d like to see people’s views on whether to challenge it or not. I drove to a library in nearby council first time to attend a baby class. I parked in an EV bay charging and I didn’t see the sign above says parking charge also applies while charging. I couldn’t as my baby had panic crying when being left in the car while I am plugging to charge. I have to take him out quickly to comfort him. I was very stressful and walked away in a hurry to attend his class but only to find out his class was cancelled without me being notified. I have to stay in the library to feed my baby and couldn’t walk back to check the parking regulations. When I am back after 1.5 hour a PCN ticket was put on my car. I am very unhappy as I wouldn’t knowingly ignore the parking charges if I know it is also applied on top of the EV charger. I made an informal challenge and was rejected for the reason that the sign is clearly displayed and even I left in a hurry and stress I can pay via RingGo app or plan in advance. I found it is inconsiderable as I don’t have hands to feed baby while playing on mobile to pay. I am also new to the area that I have no idea of the parking app that I can buy ticket in advance. Is it possible to challenge under Equality Act 2010 that the ticket is issued lack of consideration.

Redact the PCN and show us both sides, leaving the dates and times showing but no personal information please
Name the parking company and general location too
Is it a private PCN or council. ? I assume that its a private parking company ?1 -
It is council PCN. It is served on 22nd Apr based on the reason that parked in a car park without clearly displaying a valid pay & display ticket or parking clock. I made an informal appealing on the same day but was rejected. They sent me letter with pictures and display above the EV charger saying the parking charge also applies which I didn't see when I have to take baby out and walk away due to him panic crying. The council said they empathy it that I left in a hurry and stressful but however the display is clear and there are many ways I can pay for the ticket either at the ticket machine or via Ringo or pay in advance. I feel it is lack of consideration when you are with a little baby crying and have to walk away to feed him.0

As its council, post your query over on the ftla forum in the council section there, after reading their posting requirements for council PCNs, Free Traffic and Legal Advice forum1

And just a quick heads up, while it may not be an issue in this case, if you have a private parking ticket , do not attempt to identify the driver, or give any clues as to who that could have been .in that situation never use terms like I drove/parked or anything else husband/boyfriend/girlfriend, mother, aunt dog, cat, chicken etcFrom the Plain Language Commission:

Thanks! I will move my post to ftla0
