EURO CAR PARKS FINE - SCOTLAND

Hi, I received a parking charge notice for a Euro car park in Dundee. The date of the alleged contravention was 10 April and I received the notice today (25th).
I can't actually remember where I was that day, but there are a couple of photos of my car on a random street. There is nothing in the photos to show the driver or show actually where it was, although the notice states where it was.
I am aware that there is an apparent change coming, or in force - to the transport scotland act, whereby you will need to disclose who the driver of the car was. Is that now in force? From what I saw elsewhere I didn't think it was.
Any advice would be appreciated thanks

Not in force yet, just follow the advice for Scotland showing in the newbies FAQ sticky thread in announcements, the advice written by coupon mad

Just written to the store, but now doing an appeal letter. I have read that the PCN needs to be received no more than 14 days after the incident. It happened on 10/4/24. It says date of issue 17/4/24 and has arrived today 25/4/24.
Is the 14 day thing correct? And if so is it 14 days from incident to notification arriving at keepers address?

POFA may well apply after the new code of practice is in force in all 3 nations, later this year we are hoping it will kick in, but you specifically asked about Scotland, where currently different laws, or no laws, apply
So a law in England or Wales may not apply in Scotland, and vice versa, so dont read advice that is specifically for the 2 nations south of you
The mugs discount is totally a different topic, a bribe option to try to get a quick payment out of victims, sometimes called an early bird discount3 -

As Fruitcake mentioned above, there is no legal requirement to name the driver in civil cases, not in any UK or GB nation , it's optional3 -
