From the link you posted, it’s a service that allows you to make cheap international calls by routing via their 18185 number.I’ve used similar services in the past. The website implies they work with digital & non BT accounts.1

The link for Digital Voice takes you to the same page as ‘non BT’ on the website , so I would imagine you have to use the 0808 access number if on BT DV and not 18185 access code , however given that you supposedly get a voice prompt after dialing 18185, , if you don’t get that voice prompt you know it’s not available from a DV ‘landline’ .
Having to allow these dial through services were imposed on BT and not on any other provider ( like Sky or Talk Talk ) now with so much competition and falling call numbers , chances are it’s not imposed on BT anymore ,if 18185 ( as a company ) want to use a ‘free phone’ number as a way to access their service , that’s up to them , as that’s available from all providers not just BT1
