Driving license details lost in post

Hi, just looking for some advice!
I had a speeding penalty issued to me on 22nd January, i paid the £100 fine on 31st january and sent off my driving license details as told to do so on february 2nd- this wasn’t sent tracked or recorded so no proof of postage! i received a letter on 12th Feb stating they hadn’t received them but if i had sent my details off before receiving this letter to ignore, so i ignored as they had been posted! fast forward to now, they have refunded my £100! i called the number specified and explained this to her, she checked my case and has told me they still haven’t received my details and that i will be issued with a court summon! She explained that unless i had proof of postage i will be further fined and will have to pay court fees! 
This letter has been posted and out of my control that it has clearly been lost in the post! 
I cannot afford a further fine or court fees, what do i do?

    Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on https://ftla.uk  (the recently started forum to replace/supplement Pepipoo),  as they are the experts on council and police issues.
    You will need register before reading the FAQs, then posting both sides of your PCN with your query.

    Looks like the PePiPoo website has collapsed altogether now. This is the message I've been getting on trying to access over the past week. Sad passing, but life (and parking/speeding tickets) rolls on.
