If you ask for "photographs to help identify the driver" the police will probably provide them (though they don't have to). The cameras used for variable speed limit enforcement are HADEC3 type. These take a photo of the offending vehicle and simultaneously of the gantry displaying the reduced limit.
Note that making such a request does not affect the 28 days you have to respond for the request for driver's details. You must respond to this regardless of any issues you have with the speeding offence. Failure to do so sees you commit a separate offence which carries six points and an endorsement code which makes insurers come over all greedy.1 -

The gantry cameras could just be enforcing the normal 70mph limit, with no need for them to be illuminated at all0
