A PRV and a tundish indicates an unvented (pressurised) system. I wonder whether the last plumber to attend was qualified to deal with this?
Unvented cylinders need to be installed and maintained by a qualified installer who has completed CITB training and G3 certification.

Do you have home emergency cover with your insurance? We had same problem 2 years ago. Home emergency were prepared to replace the immersion tank but I said no, as I was going to get new CH. Still not got round to new heating but the repair they did stopped any leaks.
