Surveyor not covered?

I have an exterior crack in my house.

The loss adjuster has stated heat expansion.

I want an independent opinion.

Our policy covers the cost of surveyors if they are involved in the rectification of the work.

I am told they won't pay for a chartered surveyor because that is part of the claim preparation, and not to do with the work rectification.

My argument is that it is part of the rectification as you need to identify what has caused the issue before you can fix it. There is also nothing on the claim form asking for an official diagnosis of the issue.

Who's correct here?

    I would say they are correct.  

    They've already paid someone  who has said its not covered.

    Appoint your own surveyor and ask insurer to agree to pay the cost if proven to be a valid claim.

    Would be unusual for a LA to operate with no qualifications, most have at least a Diploma from the CII or CILA and many more than that. 

    Ultimately put a complaint into your insurers that you think the LA opinion is incorrect, if you aren't happy with their response then the Ombudsman is open to you.
