Result - Our application was finally agreed. Thank you for the helpful comments above, it was not a simple process. We wrote back and requested a mandatory review. They made a telephone appointment and went over the entire application form again and asked many additional questions. We had not kept a copy of the form, as it was actually quite a long booklet, but we were happy to spend the time on the phone explaining the exact difficulties and disability again. The end result was that the adviser agreed that my Father did in fact qualify for the allowance. The adviser was a kind and patient man and despite the phone call lasting nearly an hour, we were obviously pleased with the result.
