I was waiting for a disabled bay to become available I didn't get out of the car the appeal was rejected I sent my blue badge in the appeal. Is there anything I can do

I was rejected at the appeal from pcm do I take it further? as I wasn't parked but waiting for a bay but pcm say that's not permitted0
